This villain was the best on the cartoon TMNT. He basically was Shredders boss and ran the whole show from the stomach cavity of a surrogate muscle shell to get around. The best part was that you could easily defeat him with a gallon of salt. However, the Teenage Mutant Ninja Turtles never figured that one out. I guess you could even just tip him over and call it a day.
